Important Information for Prospective Student-Athletes (PSAs) and Recruits:
This information is accurate as of its date of publish (April 2, 11 AM). It is subject to change based on future NCAA, PSAC, or Shippensburg University action.
The NCAA Division II Administrative Council adopted emergency legislation to immediately establish a recruiting dead period in all sports effective March 13, 2020 and continuing through May 31, 2020, at which time the committee will re-evaluate the status of the COVID-19 pandemic. The NCAA defines a dead period as "that period of time when it is not permissible to make in-person recruiting contacts or evaluations on or off the member institution's campus or to permit official or unofficial visits by prospective student-athletes to the institution's campus.
- This means: Collegiate coaches are not allowed to speak or evaluate in-person. All in-person recruiting activities, both on campus and off, are suspended until May 31.Â
- This means: All communication between collegiate coaches and PSAs/recruits should be done through written (letters) or electronic communication (e-mail, text message, phone). Coaches are allowed to receive electronic communication that includes film.
- This means: No official or unofficial visits are to be conducted before May 31.Â
Per the NCAA: Consistent with legislation to establish a temporary recruiting dead period for all NCAA Division I and II sports and the suspension of all National Letter of Intent (NLI) signings until at least April 15, 2020, legislation was adopted March 18, 2020, to prohibit institutions from issuing institutional financial aid agreements to prospective student-athletes and to preclude prospective student-athletes from signing such agreements at least until April 15.Â
- This means:Â No NLIs are allowed to be issued or signed until at least April 15, and no institutional financial aid (athletic scholarships) can be issued until the NLI suspension is lifted.
- This means: NLIs and institutional financial aid can be offered, but nothing can be distributed before the current suspension (through April 15) is completed.
- This means: Releases can be granted, as the only suspended NLI activity is the act of issuing the NLI.
A full definition of an NCAA dead period is as follows:
13.02.4.4 Dead Period. A dead period is that period of time when it is not permissible to make in-person recruiting contacts or evaluations on or off the member institution's campus or to permit official or unofficial visits by prospective student-athletes to the institution's campus. The provision of complimentary admissions to a prospective student-athlete during a dead period is prohibited, except as provided in BylawÂ
13.7.2.3Â for a prospective student-athlete who visits an institution as part of a group. During such a dead period, a coaching staff member may not serve as a speaker at or attend a meeting or banquet at which prospective student-athletes are in attendance, except as provided in BylawsÂ
13.1.8Â andÂ
13.1.8.1, and may not visit the prospective student-athletes' educational institutions. It remains permissible, however, for an institutional staff member to write or telephone prospective student-athletes during such a dead period.
